00500		This is a plan to form  an  independent  graduate  school  of
00600	computer science called IGSCS with the following characteristics:

00800		1.  It  will be an independent PhD granting institution doing
00900	graduate teaching and research.

01100		2. Its initial area will be computer science  with  a  strong
01200	initial  emphasis  on artificial intelligence, mathematical theory of
01300	computation,  language  and  compiler  design,  time-sharing   system

01600		3.  It  will  strive  for a first class teaching and research
01700	faculty. There will be no tenure at first.

01900		4. It will expand as talent and resources  become  available.
02000	Its  expansion will not be limited by considerations of the total job
02100	market for computer scientists as long  as  there  are  high  calibre
02200	students  wishing  to  learn, high calibre faculty to teach them, and
02300	research support.  It will expand according  to  opportunity  in  the
02400	research  or  teaching  area without trying to maintain a fixed ratio
02500	between these activities.

02700		5. The initial personnel will be a subset of those  presently
02800	attached to the Stanford Artificial Intelligence Laboratory.

03000		6.  We  hope to buy the premises from Stanford University and
03100	also to get contract support from  ARPA  and  NSF  to  carry  on  the
03200	research we are now doing in∨the Stanford AI Lab.

03400		7.   There  will  be  a  strong  emphasis  on  research  with
03500	applications. The criterion  is  that  the  researcher  himself  must
03600	believe  that  the  work  has  applications  within  a time frame and
03700	through developments that he can envisage.

03900		8. IGSCS may undertake such development  activities  as  will
04000	help put the results of computer science research into practical use.

04300		Our motivations for starting IGSCS are based on the following
04400	facts:

04600		1. Many American universities including Stanford where we are
04700	mostly located have decided not to expand further, because they see a
04800	reduced  demand  for  engineers  and scientists.  In our opinion, the
04900	number of scientists and engineers society can profitably  employ  is
05000	limited  by  the  number  of  people  with  the requisite talents and
05100	interests rather than by the amount of work there  is  to  do.   This
05200	conviction  is  based on being able to say many areas where much more
05300	engineering and science will benefit  society  rather  than  on  some
05400	abstract principle.

05600		2.  Computer  science  because  of  its newness is especially
05700	badly affected by this policy.  The faculties  are  relatively  young
05800	having  been  hired recently and few will retire to make room for new
05900	people in the near future.  Besides that, the present  faculties  are
06000	relatively  ill-trained being mostly immigrants from other fields, so
06100	we believe that the  quality  of  people  available  to  be  computer
06200	science faculty will improve sharply over the next ten years.

06400		3.  University faculties have become less and less interested
06500	in the needs  of  society  and  opportunities  to  serve  society  by
06600	developing  new  technology.  We believe that much good can come from
06700	an institution specifically dedicated to teaching and research  aimed
06800	at  these  goals.  Computer science itself contains a large number of
06900	such opportunities.

07100		4.  No-one  has  formed  a  new  first  class   technological
07200	educational  and research institution in many years and it is time to
07300	try.

07500		Here are some aspects of the initial plan.

07700		1. We propose to acquire  the  building  and  facilities  now
07800	occupied  by  the  Stanford  AI  Lab.   Stanford  wants  to  sell the
07900	building. The building is located about five miles from the  Stanford
08000	campus.  It  has  room for about 250 people to work. The location and
08100	facilities and room for expansion are excellent.

08300		2. Besides research contract and grant money, we  shall  need
08400	some  capital.   The amount of capital absolutely needed is not known
08500	but is somewhere between one and five million dollars.

08700		3. IGSCS will be operated with very  few  administrative  and
08800	clerical  people  and will rely heavily on its computer facilities to
08900	make this possible.

09100		4. The initial board of trustees of IGSCS will consist of the
09200	President,   outstanding   outside  computer  scientists  from  other
09300	universities and from industry and of other supporters of the school.

09600		The initial research program of IGSCS will emphasize the
09700	following areas in which the initial staff have already substantial
09800	experience and accomplishments:
